Microsoft is releasing two beta builds, namely build 22631.1900 with new features currently being rolled out, and build 22621.1900 with new features disabled by default.
In the official blog post, Microsoft explains that users who initially received the build with disabled features can manually check for updates and opt to install the update that will enable the rollout of these new features.

Windows 11 Beta's latest update, build 22631.1900, brings notable enhancements to the notification system and Wi-Fi connectivity. One of the key improvements is a feature designed to minimize distractions caused by notification toasts.
When users aren't interacting with toasts from a specific app, the system will suggest disabling toast banners for that app. This prevents the banners from appearing while still allowing users to access the toasts in the notification center.
Although the feature is currently being rolled out, it may not be immediately available to all Insiders in the Beta Channel. Alongside the notification enhancements, the update also boosts Wi-Fi connectivity by improving connection performance. Passpoint Wi-Fi networks will now support this improvement, and users can expect to see a URL displayed in Quick Settings, providing them with relevant information about venues or events.
