"We don't have all the answers right now." Sadly, this has limited our capacity to publish content for a while. We anticipate that this will affect our upcoming patch cadence across multiple games while our teams are hard at work on a fix." 

The official LoL Twitter account stated, "The League team is working to stretch the limits of what we can hotfix in order to deliver the majority of the planned and tested balance changes on time still."
